Thanks for your comment David. I agree with you that the vast majority of people on the ground, doing the work are really motivated by doing the right thing. Designers and researchers I've worked with really care about inclusion and very often practice it and advocate for it across organisations.
In very large organisations though, often those making strategic decisions are divorced from users and their needs. I've often seen user needs considered as a "nice to have" by senior executive leadership, if considered at all. Speaking in the language of risk is one way to engage those stakeholders in a way that speaks to their core motivations and responsibilities. Completely agree that this isn't the same across the board though.
